Start with transparent showback so owners see consumption. Move to chargeback once attribution quality is trusted. Contested allocations destroy adoption.

## What to allocate

Include provider spend, gateway markup, and material tool costs. Exclude one-time platform setup from unit variable cost unless finance agrees.
