A policy that lives in a slide deck is not governance. The real test is whether your organization can show, at any given moment, how to operationalize AI policies across production systems, vendors, teams, and approval workflows. For enterprise teams, that gap shows up quickly. Product groups move faster than review cycles. Procurement signs AI vendors before risk requirements are mapped. Monitoring should cover more than technical performance. It should also track governance posture. That includes which systems are approved, whether required documentation exists, whether controls are active, where exceptions are open, and which deployments are out of compliance with internal standards. Make evidence generation part of the operating model

Governance programs often become painful when evidence has to be reconstructed for an audit, board update, or regulator inquiry. By then, records are scattered across email, tickets, shared drives, and vendor portals. Teams spend weeks assembling proof that should have been captured as part of normal operations.

A stronger model assumes every significant governance activity should generate usable evidence at the point of execution. Approval decisions, control checks, policy exceptions, monitoring alerts, and remediation steps should all produce records that are time-stamped, attributable, and easy to retrieve.

This is not just about compliance. It improves management quality. Executives need a clear view of governance posture. Operators need to see where controls are failing. Risk leaders need trend data, not anecdotal reassurance. Good evidence supports all three.

Expect policy refinement after implementation

One of the most useful lessons in AI governance is that implementation will expose weak policy design. Some requirements will prove too vague to enforce. Others will create unnecessary friction for low-risk use cases. That is normal.

Operationalization should be treated as a feedback loop. When teams struggle to apply a policy consistently, the issue may not be poor execution. It may be that the policy lacks enough specificity about thresholds, exceptions, or ownership. Conversely, if a policy demands six layers of review for a low-impact internal use case, teams will route around it. Effective governance is disciplined, but it is also calibrated.

The organizations that do this well do not ask whether policy exists. They ask whether policy is runnable. Can it be enforced in systems people already use? Can exceptions be managed without losing control? Can leadership see the current posture without launching a special project? Can audit review evidence without a month of manual collection?

That is the standard worth aiming for. If your AI policies are clear but your controls are fragmented, start with one production workflow and make it executable end to end. Governance becomes credible the moment policy stops being a document and starts behaving like an operating system.
