Open Agent Spend Attribution (OASA) is the record that connects a unit of agent usage to the agent, the owner, and the cost object that should carry the cost.
Discovery events and gateway usage can arrive as OASA records. A record still needs an agent, or a rule that can match it, before it leaves the unattributed inbox.
