Unattributed spend is growing

Audience: FinOps. Topic: unattributed spend. Last reviewed 2026-11-07.

Short answer. Assign the rows on Agents & allocation → Unattributed, or add a rule that matches vendor or model. A rule only claims spend that is still unattributed. It does not replace an agent the source already named.

What the number is

Dashboard shows "N% of spend still open" and Unattributed — open inbox →. That is spend Meridian saw and could not tie to an agent. It is not idle capacity. Idle is the "Nobody used it" card, and the two are not summed.

Seat and license rows allocate to the department on the file, not to an agent. They will not make an agent total move. FOCUS rows that did not map, and Copilot Studio rows, stay unattributed until someone assigns them.

Clear the inbox

Open Agents & allocation → Unattributed. Assign the selected rows to an agent, or add a rule and choose Apply rules now. Rules are tried from the lowest Priority number. The first one that matches wins. A rule matches vendor or model, ignoring letter case.

Unlocked dates update. A locked month shows the change as an adjustment on a later draft. Unassigned dollars still post, on unallocated (suspense), so the month balances.

A file that mixes three agents on one line cannot be split after upload. Split the file, one line per agent, only when a rule or a field can tell the lines apart. A single monthly total has nothing to distinguish. Use a workspace, a project, a gateway, or OASA events when you need that split. The invoice remains the tie-out for the vendor and the confirmed period.

Keep it from growing

Map the source's own project, workspace, or tag before the next sync, using the attribution page for that source. A connector that is "Connected · no spend received" is running and returned no records. A source on "Needs attention" is not metering. Fix that on Setup with Open this step before you treat the inbox as the whole problem.
